Act 1 Scene 3

This scene unfolds in a Venetian council hall. Now, key to this setting is the prominent concern of the provision of justice, and ensuring a fair trial. Ironically, justice is not served to Iago throughout the play, until the end. Even then, he seems to get off pretty easily whilst other innocent characters, that have fallen victim to his exploits, die. In this scene, there are many important men having a discussion regarding an invasion from the Turkish fleet and how big the threat is to their army.
