  • Proportional representation gave parties seats based on their vote share, which led to fragmented parliaments without majorities, causing slow lawmaking and enabling the rise of extremist parties.
  • The President could appoint the Chancellor, dissolve the Reichstag, and command the armed forces, providing leadership and stability in times of crisis. Yet these extensive presidential powers (especially under Article 48) allowed rule by decree, undermining democracy and enabling authoritarian control, later exploited by Hitler.
